50%ish (on its own it fires 1.5times for every 1 time a 6x does) and also has longer range and more AA stat. It should be a pretty big upgrade if you end up running long range AA. It's less of an upgrade if you're running STAAGs on your backline to accelerate as that reduces the difference in firing speed.

She used to be bad but with the new aug she has moved up from bad tier to possibly budget tier

The first skill is 5% proc on main gun fire, in pvp you basically would never see this proc

And for the second skill, she will die before she get it proc

Which only leaves her with high torp stat and high efficiency, which are both worse than stuff like Shigure and Yuudachi in practice

With the Aug that was sort of recently released, her torp damage is high enough to one shot but that still requires RNG of hitting MKIX Black torp

In which case you can just use Shima for more consistency

Either a 3 BB backline, or a Musashi - Hiryuu - Shinano backline.
Regarding gear investment, the 3 BB is better. 3 main guns compared to 1 main gun and 3 planes for the latter.
However, when it comes to consistency, the latter is better.

3 BB
You have 5 choices for this backline:
Musashi; Ulrich von Hutten; Vanguard; Friedrich der Grosse; and Warspite Retrofit.
BB preference and performance from left to right.
Seydlitz can also be considered, though needs investment.

Improvements? Well, New Jersey. Gotta wait for her rerun, I guess.

Musashi - Hiryuu - Shinano
This fleet is currently one of the best; with the only other 2 backline composition that rival it requires 2 other backline ships (New Jersey and Aquila, can sub Aql w/ Hiryuu for a more consistent and survivability version).

Improvements all go on the gear. It’s great, but needs considerable plane investments. The gun and planes raised are also useful in PvE, so don’t sweat on investing that much. Raise your Hiryuu and retro her, pretty easy to get, on 3-2.

FRONTLINE

Ayanami Retrofit can be used in place of Shimakaze, she’s worse. But, Ayaya’s unique Augment makes her a usable alternative, so equip that on her.
Given your dock and availability of the ships, Juneau Retrofit – Ayanami Retrofit – Helena Retrofit can suffice. A poor man’s frontline, but it’s your best option given your ships.

Once you get Anchorage to around dev15, your frontline then will be Juneau Retrofit – Ayanami Retrofit – Anchorage.
