Kiev and her sisters were to be cheaper versions of Tashkent with virtually the same armament. All were canceled or scrapped by the time of the German invasion of the Soviet Union.

I usually see negative stuff expressed about French steel in the 20th century as either;
A) Lacking sufficiently high strength steel in the 1920s (because of lost time thanks to WWI) to build cruiser hulls as lightly as other navies, which cost them available tonnage for protection. This only got turned around at the end of the decade. Mainly pertains to 10,000-ton treaty cruisers. Though, worth noting there were a lot of issues with quality of steel used on destroyers built at private yards in the 1920s too, which corroded early or decks/platforms not installed with the resistance required by the MN.
B) Deck armor, mainly people trying to figure out how Massachusetts was able to penetrate Jean Bart's aft machinery deck at ranges below where she should have been able to do so (i.e. an assumption that the deck armor plate performed worse than it should have).

The former is pretty well substantiated by evidence, though this is not so much steel quality being poor than it is the metallurgy falling behind for a decade or so relative to other navies (could not produce as high strength plate, thus required thicker plating). The latter is, as far as I know, just guesswork?

given just a couple degrees can change that massively
post-WW1 makes a lot of sense since you can't really afford to occupy all your major steel mills with making AAA grade steel when most of the infrastructure along your eastern border has been destroyed (thx germany <3)

For Akagi, she is decked out in Yokosuka Arsenal Grey at the outbreak of the Pacific War. For Kaga, she's in Sasebo Arsenal Grey.
Here's an entire list of IJN ships' paint colours as of December 1941.
Green - Yokosuka Arsenal
Grey - Sasebo Arsenal
Yellow - Maizuru Arsenal
Blue - Kure Arsenal
As for the colour itself, I'd first suggest you to find a company first. Are you going to use Tamiya, Mr.Hobby, Vallejo, Lifecolor, or something else?
Then you do mix and matching. As I recall, Tamiya has Sasebo and Kure Grey as an independent colour.

Now, as for general appearance, vertical and steel surfaces are decked in this colour, unless otherwise stated; Flight deck is in natural gold growth pine (bei matsu) colour, and fantail has their katakana markings, as well as their red and white stripes. As of Midway, Akagi is confirmed to have a Hinomaru (the red meatball) on the forward part of the flight deck. No photos of the Kaga, however, emerged from said battle, but US pilots seem to recall seeing one.
