Yes, Last Light has SKK choose to retreat, Hiryuu and Ark Royal META blow themselves up. It's the bad end.
A New Chapter has SKK choose to stick with the METAs, they make the Arbiters retreat so the METAs don't blow up. It's the true end.

Ah, let me explain.

So, in the game when you actually do the cutscene, you originally get the two options.

So you can actually end up getting either ending depending on your choice.

HOWEVER, the memories page has both choices in their own, isolated cutscene, without the ability to choose when the time comes.

So you have the exact same stuff, in two cutscenes, up until the choice.

Only then does it become different.

There is one moment where you also have two choices, but that's irrelevant and is the typical dialogue choice.

It's the second and last choice that matters.

It's when Hiryuu is saying something like "I swear on the name of the 2nd CarDiv, we won't attack you", I believe.

As the wishing well construction stated that it is the permanent build pool before 24/3, when i checked against the permanent construction pool on wiki (https://azurlane.koumakan.jp/wiki/Building#Permanent_Construction), and it's found that wiki included a lot more ships in heavy/special pool compared to that in wishing well.
Possible reasons for the discrepancy:

1. I only checked on JP in game so maybe the ships on wiki are EN only?
2. The wishing well is not what it claimed to be?

MEOWFFICER QUICK GUIDE

What are Meowfficers?
They are companions that you can add up to 2 per fleet (including sub fleets). They buff your fleets with their "skills" and "talents". There are 27 different types of them.

How do I get them?
You get them by opening Cat Boxes in the Cattery. The Cattery can be found under HQ > Cat Lodge. The first Cat Box you buy everyday is free. You can buy up to 14 more per day, with each costing 1500 Gold. It is strongly recommended you do NOT binge on them!

How do I level them?
Just like ships, they gain experience when sortied. They do not cost oil, however their exp gain is dependent on the oil spent by the fleet. They max out at level 30. You can also level them by feeding other meowfficers to them, at about 30% exp loss (20% bonus if identical). Additionally they can gain levels passively through Comf-Forts.

What are talents?
Talents buff a specific ship type or faction. They get 1-3 permanent talents, depending on rarity.. Every 5 levels they gain, they get a Cat Paw which can be used to roll new talents or raise the level of some talents. You can reroll any new talents once every 24h with gold (increases with number of talents).
This Talent Tierlist would be useful, and this initial talent list

What are skills?
Skills are unique to each type of Meowfficer. They usually give some stat buff or some perk to the fleet. They get 1 skill initially, and they can get up to 3 skills, each obtained by feeding duplicates (1 for 2nd, 3 for 3rd). The potency of the skills is dependent on their stats which increase through levels.
Do note that the skill stat buffs are mostly inferior to talent stat buffs.

for the guns, if you go to "list of destroyer guns", "list of light cruiser guns" etc. they are all listed on there

they should all also eventually be listed on the "research academy" page as well, but not sure if its been added yet

Is there a reason for why there was a change on the Recent Uploads page that disabled the ability to search by filename? I remember being able to do this, but now you are only able to search by IP address or username. Which are two parameters that I believe are some of the least useful for finding files, especially a user's IP address
