Currently, the fixed item pool (see image below) consists of 150 items.
Since the store resets every 3 days, in a month with 30 days, there are 10 shop cycles.
To ensure seeing every single item in the store at least once by the tenth and last cycle, it is recommended to buy at least 118 items total during the first 9 cycles.
This leaves 32 items for the tenth cycle, which is exactly the number of items the 4 currently active port shops can display together.
My reasoning is that if your fleet isn't strong enough to farm all special tokens (eg too weak to do strongholds/abyssals), you have to be picky about what you buy, while trying to ensure that you see the 3x "UR Gear Design Plans" during the month at least. Knowing how many items you have to buy to make that happen, helps in that respect.
