they are, the part on the surface is just one rectangular tower with two hangars beside it, you can get in through the hangar if you find one but you can't QT there unless you have a mission and have cleared at least the first investigation

yes, you can swap the ships in a package for a more expensive one as long as you pay the difference, you'd have to go to the store and find upgrades, it will list all your packages and what they can be upgraded into
I would not recommend doing that as a new player though
also keep in mind that my ship packages were mostly concept ships at the time, so I got a discount
