It boils down to Flame > Relevant single point skill > RLD/AVI/FP/TRP, max RLD usually preferred for CV and Sub cats, while BB cats prefer FP. Mountain is nice too.
Drake and Every are roughly equal to near perfect cats if you don't need RLD, so they can help you ignore the cat system for a while. Unfortunately Every is limited and expected to rerun October, but Drake can be bought in the Ltd. Core Shop.

to get protocore u need to
1- convert combat data packs
2- convert excess blueprints

both of these things are kinda hard to get
rookie missions give u sth like 6k worth of protocore
which is a decent start

if u want more end game gear u need to go with method 2
and catchup for older seasons is kinda worthless and therefore an easy way to get free blueprints to convert
the trick is u need the ship to be dev30 (for example roon, sanrui. monarch) before u can use the catchup
otherwise the catchup must be used on the actual ship and cant be converted to protocore
