the case is that the Eagle one can be used everywhere, including outside of campaign. The Iris one is only best in campaign, and it's barely better than the Eagle one in campaign

everytime you unlock a blue port it becomes a new shop (typically from starting a new chapter in opsi iirc, its been a while)
