for research do one each in pr1-pr6 (the gold rarity ones)
some good options are monarch/ibuki* pr1
georgia pr2
none really for pr3 but champagne/odin have good tech
anchorage pr4
harbin maybe pr5 (also not that amazing golds) (if u dev plymouth u can ignore the golds)
shimanto for pr6
but u want to do one from each season anyway for missions

for the rainbows
try and rush plymouth if u can (she can be coined so really efficient to get to dev30)
after that whoever is close to having 513 blueprints from dr6-dr8 u can dev them (it will be a while)

for your UR I recommend u MLB musashi (but atp wait for 3 days stream and maybe UR event before u decide)

u seem to have a lot of the perma available UR
idk if u have been pulling perma but probably stop doing that and save cubes for next event

Part of Musashi's gimmicks is that she tanks damage for the backline while dishing out beeg damage, but with no limit breaks invested, a huge chunk of her damage is just plain missing and her tankiness is also not good enough to facetank all that damage

You are also not really in a good position to use two fleets yet so consolidate them into Nelson/Hiryuu (Invest more bullins in her as a stopgap measure)/Unicorn Carl/Z23/Helena for the time being
