OMG, the icon is at the main screen just above the formation tab. I rarely click on that so I ignore it for the most part

you can swap up to 20 times
but the system also works entirely different and instead of sending a mail on the 14th you get about 900 event points per day and every 200 pts towards a character is 1 message

however it should be noted that characters released before last years valentines dont have new messages you can just get their old ones and also only as many as they actually had (you can unfortunately spend more points on them then they have)
character released on or after valentines last year have 1 (new) message exactly (and here too you sadly can accidently sink pts)

afaik, how the event works is that your secretary ship was auto set but you can swap to a different ship up to 20 times daily and allegedly get vday messages for up to 10 characters (I have no idea how they mathed that out because of the cap). There's a daily point reward you can collect, and then you can grind too but the cap is at 400, presumably daily. Takes 200 to rank up once and get the vday message.

U can swap to a different ship to give points to.

The menu has no filtering or searching besides faction filter. also swapping between the same 2 ships will just waste your 20 swaps. So technically you can swap 20 times right away and lose it all for nothing
