She's a slow/freeze utility CV that starts with a 60% slow, but when paired with another Northern Parliment ship that has a slow, her slow is upgraded into a freeze instead after the other slow is applied

And Soyuz is the most easy NP Slow to sync with Nakhimov compared to the other options (which are basically all vanguards with unflexible/difficult timing)
