Ideally you coin a PR ship to dev30 (up to PR5) and then use your catchup to convert the blueprints it gives to prototype cores.

As the others said, people way more knowledgeable than me, gear is a big part, but agir not being dev 30 is definitely screwing you over. I'd suggest just picking another ship with solid health, and possibly swap helena out with someone that can increase the survivability of the vanguard. And get a cv to help.

Kotori Itsuka is a Generic Tanky but Solid Gold BB Ship

Tobichii Origami is a Generic Gold CV with a Niche that deals 8% more dmg to ships who have less than 43 speed stat

Yoshino Himekawa is a pseudo healer, good to have but not replaceable enough, considering her skills are like Illustratious but worse, and her heal procs when the shields she gives gets destroyed
