Eldridge retro focuses on vanguard tanking, while Sandy retro focuses on her individual damage. Can't say they can be directly compared, but Eldridge will probably make your battles easier for mob fleet, since Uni/Persy will need to heal less.
And I've seen a lot of people recommending her for later worlds, so yes, you can use her in ch15
