another way is to filter the faction in the dock and leveling them up to 120 or max limit breaking them.

At some point, you will also unlock a commission that costs oil but it gives every ship that partook in the commission +18k exp (you need at least 1 level 70 ship to partake). This is generally not preferred once you are late enough in the game since oil can be much better spent elsewhere but at around the mid point it shouldn't be too bad
