iirc those missions sometimes bug out but you should check what "information" says just in case, if that also points you to liverpool youd have to go through every explorable zone you have available to you currently again until it lets you go there (to enter the explorable version of a zone again click on it then click "change zone")

there also probably wont be anything to actually do in those zones you basically are just trying to find the one that caused the bug and by entering it fixes itself

in terms of leveling ships as an early game player, your first targets are usually 8-4 and then 9-4, and youll kinda be sitting there until you can do 12-4 comfortably

doing 12-4 usually requires you to be on safe mode, all your ships are at least level 100-105ish, and fully geared, in terms of leveling ships

8-4 and 9-4 u can get away with much lower

if youre lacking sufficient levels to progress through content, use the xp books

theres no real downside and you wont really brick your account by doing it, since xp farming becomes significantly easier as a late game player
