Ah, UR Bulins are what I need. I think. Keep looking for SR upgrades on the spreadsheets but not having much luck. Apparently the tier list I was looking at for months doesn't reevaluate ships as time goes on. What was top tier in 2022, not so much now.

Same reason as the battleships -- CVL has low AA performance so you don't care much about the actual damage of their AA guns, but their attacks benefit from the +HIT effect.

The +fp ones you want on the vanguard -- battleships benefit from it, but their fp is already so high that +15 is a very small boost, so they get more benefit from the +hit things. Vanguards and especially destroyers have a very small fp but fairly high hit, so they are helped a lot more by the +fp than by the +hit. A destroyer with only 100 fp to start with is getting about 7% more damage from +15 fp, a battleship with 1400 fp is only getting about 1% more damage from +15fp.

for that u need a solid plan before investing ur time and effort to reach that tech point threshold or else u will be rushing things in vain because the jp anni is in the corner

• spam the highest campaign stage you can until they're low on morale. this is how you'll get your first good batch of ships up to speed + your best way of raising cmdr exp.
• use your one fleet to do this.
• once your fleet's levels are high enough (include gear) then you can do some events on war archives as well for bit better rewards + free stuff after 60 sorties at d3 (or equivalent)
• collect some other botes from various sources and make a 2nd fleet BUT don't invest on them yet. do that once you get to chapter/world 9 for oilcap (worth farming exp for botes & coins)

You get fleet tech points by:
Collecting the ship (~20%)
Max Limit Breaking it (~45%)
Achieving level 120 (~35%)

-Higher rarity ships gives more fleet tech pts .
-Heavier ship hulls also gives more fleet tech pts: CV=BB>CA>CL>DD

Side notes:
-PR ships give more fleet tech pts than normal but follow the above formula with development 30 replacing MLB.
-META ships are considered a separate META faction. They give same bonuses as their non-META versions.
-Collab ships, Muse and little versions of ships e.g. Li'l Sandy, Clevelad and Lena etc do not give any fleet tech pts.
-Iron Blood faction ships receive double the normal tech points compared to other nations.

Can someone advise me which ships to work on and what the best fleet formations I can make?

I can currently have two fleets;

you probably don't need this told to you but repulse isn't considered good

use portland somewhere, she's got a cheap retro with decent stats

all in the second vanguard and also fortune are pretty bad but you also don't have that many clear superior options. you could use Z23 and laffey who have ok retros but that would have been even more resources towards retros so it might strain you a bit

i am assuming you want to keep using repulse but if you wanted to replace her you'd be looking towards someone like nelson retro probably

I'm just using my highest level shipgirls, but I'm sure I have shipgirls that would be better in slot if I worked on their level etc.

keep warspite in mind, she's decent once you invest into her augment and also retro but the retro is expensive

veneto isn't going to be great with zero other sardegnas on fleet unfortunately

you can try to push further with what you have for a bit (since there are so few good options) but definitely retro portland and put her in fleet 2

also javelin should be the off-tank, not middle (or maybe even tank, she's oath and if she's retro her EHP is actually superior to scylla assuming optimal gear)

your immediate goal for now is to get to oil cap stages (chapter 9) which is also where you might start finding more of a need for a second fleet but it's still possible to push through further with just one fleet given powerful enough ships and gear. after that you want to push further to chapter 12 as it's the best overall grind spot for pretty much everyone

i guess you should also go in the guild shop and buy helena. she's very strong

and also start buying gold plates as soon as you can and refresh the guild shop to buy more
