basically what u should do is spend 2 gold tiers for each skill then focus on the main one and in this case it is the red skill
only focusing 1 skill and neglecting the others while using the ship to push campaign will be far less than optimal

also having 2 slots and the other occupied by helena doesn't have any impact since u can't level the same ship in both slots
