Clearing campaign stages is a 1 time thing and your canteen probably isn't fully upgraded yet either, it's normal to be strapped for oil early on

The weekly oil pack in the shop is about to refresh as well

in one of her skills, it's specified that, if she have an "Albacore" gear equipped, it'll increases efficiency of the slots it's equipped

first question, what does it means by increases efficiency of the slots ? does it means it increases efficiency of the albacore ?

second question, I saw that we could craft gear, with enough materials in the gear lab and, for exemple the plane "Barracuda", is crafted from Albacore, so if I give an Barracuda to my Formidable, will the skills prock or not ? (and where tf can I find those ressources for crafting gear, like elastic materials or smelted metals ? )

Barracudas aren't Albacores, so that won't work. You get the materials from Operation Siren and the highest level of the tech boxes daily raid.

You are in the explorable version of that zone, its just a quirk with how stategic search works
it puts you into the explorable then enters the secured clears it goes back to explorable and back to secured and so on
so if stategic search for any number of reasons stops between zone clears you are stuck in that explorable which is not a valid repetition target for strategic search
you can manually just re-enter the secured zone from the drop down you get when selecting the zone on the map (alternatively going to a port and back also works) and the re-start strategic

Side notes:
-PR ships give more fleet tech pts than normal but follow the above formula with development 30 replacing MLB.
