you can get 5 per day through event daily mission, you can trade for them with rosen emblems in the shop, there's the resort mission which gives you 105, clearing SP will grant you 50 first clear + 5(?) for your daily clear. For you id prioritize trading rosen emblems and doing the shipgirls game + daily quests you'll get her before the event ends

clearing SP is probably out of the question for you right now but she's very obtainable
