you don't need to fill ALL the slots in the fleet, all you need is just 2 ships (1 main 1 vanguard) per fleet, and both of those ships need to fit one of the requirements

u need to
1- have enough sakura tech to start her missions
2- finish her missions which needs a bunch of things like grinding 3 million xp with sakura vanguards
3- u will get her in your dock
but she needs blueprints to be actually good even after that
