Tbf, that collection should be at low priority. My old note from nntktt:

.5hr rigging > .5hr face > 4/2/1 hr rigging > 4hr grant > 1.5hr grant (refresh). 2hr collection is also somewhat acceptable if it is of the scrap x gear variety.
Or,
Q 0.5h > D 0.5h > Q 1h/2h > G 4h > D 2.5h (DR) > D 5h (DR) > E 2h > G 2.5h > E 4h > Refresh.

If I get this correct, we get 38 UR Bulins per year from now on (5 per 2 month+ 8 Bulins from UR events and UR reruns).
A year will have 12 UR ships (6 rerun+6 new) requiring 44 Bulins (technically 48 but 4 less Bulins assuming you get the shop UR extra copy for all 4 shop URs per year).
So I had 2 questions:

1. How do you choose which UR to MLB, and which to not? (Especially in the first year, for a beginner)
2. It seems you can never catch up because of 6 UR Bulins deficit in a year? (which stacks up per year going forward)

PS- Does not account for extra deficit due to spec core spending on DDG or UR retrofit items
