That probably depends on whether there is anything in pr8 that you really need; we don't have any idea how good pr8 ships and gear will be, so who knows?
Personally, I'd finish off pr7 ships that you are mostly done with before starting on pr8 ships since they'll take a while to get enough prints to be good, but it's up to you what you want to do, there is no perfect answer.

No such strategy exists; if it did, we wouldn't be constantly short on cog chips.

Seriously, doing anything in the game to spend oil gives you XP, the only things that give cog chips by spending oil are w12+ and those give you only a couple of them per run.

So yeah, doing your farming in w14 is marginally less bad than doing it in w12, but you'll still be leveling ships way faster than you get chips for them.

a few things
game doesn't front load pulls, but it's relatively generous with currency if you play diligently
we recommend holding cubes for new UR (rainbow) banners which are basically the best gacha ships you'll get, and if you keep up with saving you can get enough to pity all new URs

I highly recommend going through the guides and getting some progression in these 2 days before event starts, you want to have something on hand to be able to run event stages

well it's not so much hard as much as it's not meant to be open to a completely fresh fleet

if you can get yourself to at least ch4 comfortably which is doable in 2 days, event will feel a bit more comfortable

also this is longer than our usual event runs (3 weeks instead of 2) so there's some leeway to do some leveling before grinding the event itself
