Twin 135 is fine, assuming that's the SAP gun you meant. Unless you know you're going up against a lot of Heavy enemies, i.e. bossing, I wouldn't really worry about replacing it.

2. Javelin is my highest, if I use all my books she would get to lvl 69 (nice), rest of my fleet is level 90-100

Also she is old so Alsace it is, unless you are patient enough to wait for some UR ships to get released/rerun
