about which book thats not about the rarity its more about the time. for example you know you are gonna sleep the t3 8h book would probably fit a lot better than the 12h one. since you will just activate another one when you play. if you know you wont play the longer one is better. try to fill the 24/h as best as possible for maximal speed.
the part with the colors was already said. include that.

you must also know that the skill colors arent balanced, the red book is the most needed book over all ships. that is important when you have a choice for specific books
