More dock slots means you can hold onto more wifus, so upgrade that!
The rest are a little bit useful -- more oil storage is probably second best, it's nice to be able to stockpile a little more oil when waiting for an event to start. Warehouse expansion makes it easier to keep a lot of equipment around.
