New Faction?

Yes. It's the Kingdom of Tulipa (HNLMS). They are neutral, and are treated just like any other minor faction (RN, FFNF, etc.)

How do I do the HT stages?

On T1 - T3, you can switch between normal and hard on the bottom left of the pop-up menu BEFORE entering the stage or fleet select screen. See #event-faq for more information.

Best stage to farm?

Farm HT3 repeatedly. If you cannot do HT3, then do the highest stage you can. The gear drops are not good, so just farm for event currency only.
The oil-cap is 35 / 47 / 16 on HT3, and 29 / 39 / 15 on HT2.

Should I pull for these ships?

Reasons you should pull for the ships, in no particular order:

• Waifu
• Collection
• Better than majority of permanent options at their hull type (only for gold ships)
