besides that, it's OpSi's comically poor XP gain and putting them in dorm

Books are the fastest. Beyond that, put them in the dorm so they're getting morale back, and then run them through the highest level map you can (or the highest level of an event you can; often that's slightly slower for XP gain but you're getting event rewards too).
You can get a bit more XP by putting them in PvP, dorm, and/or opsi; those aren't a fast way to level, but they're a small bonus on top of the main grind.

The XP grind gets significantly easier once you hit world 9 -- it has an oil cap which significantly increases the XP per oil. Most people use world 12 to grind XP if the ships can handle it.
