Yep that's why you don't spread bulins around. Max limit break one ship at a time. With URs especially know which one you're doing next because they're timegated to about 1 per month.

Most of those URs are useless, even the ones at 5/6. Missing that last limit break is like missing 35+% damage.

Im not sure if this is a bug, but on Giosuè Carducci I'm testing her damage with a faster firing gun to proc barrage to see if her aoa is worth specking into (idk yet) or if its better to use a better gun, but I noticed her aoa takes like 4 shots to trigger. Which I think is a bug. Because it should be 10.

I'm attaching a vid. Last part demonstrates it the best. I checked wiki and she only has 1 main gun mount and her skill says 10 shots needed for aoa.

Shes only level 70 so im testing against similar level ships just to get a general idea of how her aoa preforms

It's not only useless, it's a contraint you're adding to yourself and a pretty big one since the best ships come from every faction

But if you insist on having a faction fleet for some reasons, I'd say the best nation would be Eagle Union since they have good ships at every role
Then Sakura, then Iron Blood, then Royal, then french (cheating since they're technically 2 nations) and then the other minor nations.

I'm pretty sure they said at some point that the odds of any ship of a given rarity is equal (except when there's a rate up for someone).
What that ends up meaning for your odds will vary, since there are ships that may or may not be in the pool depending on your account state (at least Akashi and Ayanami, can't remember if there are any others)
