I need help clearing 9-4 (Helena). I can clear the mobs pretty easily but when I get down to the boss, Niizuki, Laffey ends up falling first then Atago. I would say we inflict major damage down to remainin 15 or so before we are wiped out.

Vanguard getting wiped on boss battle typically means mainfleet damage is lacking. Take screenshots of the gear on the ships you're using and post them in a thread.
Also Atago isn't a tank and neither are the other two you mentioned so there are fleet comp issues.

tl;dr: they are ships that you can permanently obtain that are pretty good.

• To get their experience, you must use a certain faction's ships to gain XP for the PR ship that you are researching. In this case; use American frontliners like Portland, Laffey, Helena, and/or many others. Later on you'll unlock some other missions that require u to spend coins, cubes and prints.
• After you finish all 7 missions, you get that ship for free. however, there is a 2nd stage: PR blueprints.
• PR prints of a certain ship are used to bring her up to Development Level 30, the equivalent of a Max Limitbreak on a non-PR ship.
• Some (read: majority) also have Fate Simulations, which are above Dev Levels and also use PR/DR prints. Finishing these will give a buff to your ship.
• There are 2 rarities of PR ships: Priority (like Saint Louis) and Decisive (PR2+ has at least one of them).
• Good progression requires knowing which ships are beneficial for your account, and farming accordingly.

Starting with nj gun, it is the best anti-light bossing BB gun at the moment, although is practically tied with the purple counterpart until +13, which makes it expensive gold-plate wise

The twin 76mm aa gun is best everywhere, completely powercreeping aa, but ultimately is still an AA gun, so it may be worth less than main guns.

The DD gun is great, however is more likely to get powercrept and is already beaten by mog gun in some scenarios. It is currently the best gun on many DDs and CLs that want a hybrid of fast attack speed and damage (i.e. Sandy), and a viable alternative if your mog gun is being used
