Both of those are bad options. Homing beacon is only used for timing adjustment which you do not need to be concerned about for a while. The AA fire control is hot garbage that you should never buy.

That's not how this game works.

You'll want tech points for all factions to build PR/DR ships, notably FdG as she is able to be coined to dev30 and is one of the best mobbing BBs you can get early on in game. Roon from PR1 is also good now.
