4 is good still cos great gear and comfy, safe start we all know about and can advise from. pr5 is the natural followup now that pr4 has full coining but it's a bit susge since the only valuable and semi valuable things in it happen to be plymouth, plygun, harbin, and harbingun, maybe brest. then you have pr7 to "catch up" faster, allegedly, to older players, by being on the new season and hopefully finishing it before pr8 releases - the argument here is you can proto/gearlab pr4 gear, and swoop down to pr5 after coining pr4/dr4 and then coining pr5s, to speedrun both plymouth and brest easily.

no idea what is best cos nobody has fully agreed, but that's the contention currently realistically none of these are bad options but pr4 is still the safest bet for "meta"

It's a doc of the shipgirl's effective hit points (which is HP, but modified by the fact that evasion causes you to take less damage so that you effectively have more hp, and takes into account various skills).

Bear in mind that ideally your tank does more than just sit there and get hit though -- one way to take less damage is to kill enemies before they can shoot you! So someone like Prinz Eugen has a pretty good pile of effective hit points, but is actually going to be less useful in practice than someone likeZ52 who is a little more fragile but actually shoots at enemies.

Also the reason there are a bunch of columns there is that things like armor type matter -- against enemies that spam torps, heavy armored ships will take more damage, so you might want a light armored tank (this is also why some ships appear twice in the list, once with a "VH" indicating the very-heavy-armor aux gear that changes their armor type.
