of pr1 for your first your best option is one of: neptune, roon, saint louis, depending on what you have available.

neptune is the best newbie option being a very strong (mob) tank at a time you lack capable tanks but she's the hardest to grind by far (most accessible hms vanguard ships are shit, and getting 20 to unlock her can also be a little tricky). additionally she contributes to plymouth tech requirement and can also later be used as an actually decent hms vanguard ship to make grinding plymouth's exp easier

roon is a great overall option being a decent tank with high overall damage for a gold ship, plus very importantly giving you kms faction tech to help unlock fdg. but she's also a bitch to grind due to the available kms vanguards, and you'll likely need to dip into war archives to get 7 kms vanguards to unlock her

saint louis is a good option with decent bulk and high dmg towards light armor, she is the easiest to unlock, almost happens naturally from random uss ship drops, and your typical newbie fleet (portland/helena/starter) is usually well equipped to grind exp for her. however, she might not fulfil the most important needs you have.

of note is that all 3 require their augments to be good, and if you dont plan on doing that, just pick roon for tech

Nelson is cheaper and just as good. Graf is not a great carrier and costs SR bullins. Both will be good enough to get you through 12, where you can then grind up whoever you like.
