Generally the optimal XP-per-oil is going to be as high in the campaign as you can go; there's a big jump at world 9, and if possible you want world 12 so you can get cog chips.
Alternately you farm events when they are ongoing; less XP per oil, but you're getting all the event rewards at the same time so it is differently efficient.
