Imo p2w means getting items or things you wouldn't otherwise be able to get without money. There is nothing like that in this game except oath rings, and even those you can still get without money (just not as many). Buying PR BP saves you some time but ultimately does not give you an advantage in the long run because the usefulness of those ships can be achieved in full by playing normally.

you have checks notes ~18 days before UR leaves and need 360k coins to get UR and fdg. you currently have 30k coins, so you need 330k coins or 18.3k coins per day. after daily raids, let's call it 15k. a maxed merchant makes 7776 per day, let's call it needing 8k from farming per day.

in 12-4, 8k coins is ~1200 oil. typically you make 4-5k oil per day if active but not super active.

conclusion: it is safe to get fdg, assuming you don't mind potentially needing to wait til nearer the end of the event to pity the UR, and assuming massive unforeseen costs don't show up for you

of course your real costs with research and coining ships will be significantly higher, but you have like 3-4k oil per day left to fund those.
