Carriers can be built to deal with Light or Heavy, likewise, Battleships can be built to deal with Light or Heavy. My suggestion when building a boss fleet is to just check and see what options you have, and what you can build, and just strive for the best.

I tried Implacable after this, got the same time. Why jump through so many hoops to get the same performance as Implacable? Nakhimov slow plus Royal Fortune's slow gives high probability for TB hits, but they can still miss. Just use Implacable for this, especially if you don't have as much CV reload to align with Warspite's stops later in the battle.
