Cheshire is a somewhat underhwheliming with about Portland eHP and unimpressive damage, her only notable bit is her AA which is quite Good

Napoli is damn near one of the tankiest ships in the game, damage is around that of Agir

All Work, All Play Robot (moon-shaped charm): Upgrade over Bubble Bullet / Ninjutsu Scroll. Niche for DDs with bad torp, niche for non-torp-focused cruisers as a second choice after FuMO. +13 priority is very late, after 1-2 FuMO and several oxytorps. But it's already good at +10.
Bubbly-Boily Chef (cooker): 500 HP gold toolkit, the gold part just means it can be +13'd. Comparing +13 cooker to +11 toolkit, the toolkit wins after 2 extra heals. So cooker is just a second-choice pure survival aux for DDs.
More-y Glory Aura Booster (tiara): shiny 550 HP
Sales Boosta-Bot: At +10, it can rarely be a better Fairy or SG radar for someone with more than 285 HIT and only for 50s battles, which happens never. At +13, it's just a significantly worse Fairy or SG Radar.
Sneaky-Stealthy Prowler: A better Cosmic Kicks except for activating Akagi/Formi muses. Maybe PvP has some use for it, but in PvE it's just a worse WashingMachine, Beaver, or CrystalIceBomb. Only Arizona META showdown fleet could use it as Best in (second) Slot.
Speedy Sprouty Botanist: A worse Dynamic Cannon. And I can count the number of times Dynamic Cannon has been BiS on zero hands. Size increase is a visual effect only.
Spooky Scary Specter (eye): Has a barrage that can do nonzero damage, but it does near-zero damage and has terrible spread/splash. Worse than FuMO and yellow shell for BM's, looks cool but not meta for anyone else.
