the fleet you have seems to be fine and after retrofitting unicorn, portland and nelson (and optionally saratoga) should be able to serve you well during the early game*
it's not that good of an idea to replace anyone with UVH because of ^

retrofit materials are obtained by doing your daily hard mode, there's also some extra rewards for 3* completion of hard mode stages

So idk if I'm doing something wrong but I seem to have this issue recently with nearly every PR, I've recently fully finished PR7 prints without a single cube commission and I'm still only 28/50 for the plane prints (which tbh is a lot more then I had for the PR6 one), I had this issue with the CA gun from PR6 too where I farmed it from release-until PR7 came out and only ended up 48/50 for prints even though I spent so long doing rigging analysis. Despite being rainbow, the rainbow oxytorp isn't the best item for the vast majority of ships. Subs are usually happier with snorkel/pressure hull, so you only need them if you run a really torpmeme focused vanguard.

Most of the time your destroyers are happier to survive than to increase torp damage, so they go with toolbox/hp auxes.
