personally i think the chest has some niche utility in that it acts as a potential shield for all your vg, and fancy is tanky enough to not need the toolkit heal in most content

honestly i dont think it is? she has -10% dmg taken for 40s, 5% hp shield followed by 10% evarate on a consistent loop, and her base stats are portland's minus 1000 hp (which the shield compensates for). she also has an additional aux slot, and sail components is about comparable to gold rudder give or take.

presumably you compare toolkit sail component and beaver vs rudder and beaver and fancy will come out on top to some degree

yes t6 cost is really bad, and t5 can be farmed with a 7 oil fleet and crossfleet supporters, specially because enemy level is only about 76, on safe it's pretty doable there's no planes or problems with suicide boats.
Just make sure you either use double hp aux on them, or use 1:1 with a much stronger frontliner
