You get all limited-time Meowfficers guaranteed by playing the event (either through Daily Login rewards, minigames, or Event Shop). How to get Tempesta Augment Modules?

You craft them normally, just like any other ship with a Unique Augment Module. These Augment Modules are permanent.

How do the double banners work?

Banner 1:

• RATE UP: Ganj-i-Sawai, Fancy, Portsmouth Adventure
• NOT RATE UP: Sao Martinho, Golden Hind, Whydah, all other permanent ships within the build pool.

Banner 2:

• RATE UP: Sao Martinho, Golden Hind, Whydah
• NOT RATE UP: all other permanent ships within the build pool

Which banner should I pull on if I want ships?

If you want the ships, pull on Banner 1 until you get all the rate-up ships, then switch to Banner 2.

I think you have some confusion about the time it takes for the barrier to be broken.

When I said that the HPBoost consideration of a barrier is blind to enemy damage distributions, I mean that all we know about the barrier is that it is broken.

I treat the barrier as an HPBoost similar to Neptune Zombie or Toolkit Heal.

So the boss just has to kill a ship with 110% of the ship's nominal HP value. It just so happens that the ship spends 20 seconds of that battle with EVABoost. I assume that the barrier and EVABoost are procced at the same time.

I carried on these considerations from that one mainfleet ship that heals like 5 times in 30 seconds or something.
