For most contents yes, bcz Amagi CV outshined Hakuryuu, but is usable against standstill bosses like Nagato META, where you usually use bare amounts of slow (Hence, ignoring Implacable)

Detection Level:
If the gauge hasn't been filled, your carriers gains "hidden buff", which is 10% flat AA resistance reduction to enemies (basically they deal more dmg) and they can't be chosen as a valid target (enemies BB won't attack your CV when hidden).
If the gauge has been filled, there will be an exclamation mark (!) displayed to the side of the gauge, and your carriers lose the "hidden buff". They will regain the buff when the gauge level falls below the red line.
The gauge will be slowly filled if spotted by the enemy (both planes and ships) if they crossed the detection line, when they are burning, and when launching an airstrike.
