it's the difference in goals i think, if you are only aiming at ch 9 then 0 ammo isn't a thing for sure, but going further this will get worse. and aug or not, hood's barrage lacking of damage started to affect clear efficiency starts at ch 10, back then that's what make monarch a much more powerful unit as her AP barrage damage is stronger to wipe out hard targets
and adding event ships will totally invalidate hood vs tirp performance arugment. using the guy's dock as example, amagi cv will carry and what BB/BC he's using doen't matter anymore, and tech point will be the main concern

in reality you still need to consider suicide ship issue, hood aug didn't fix that as she is still stuck with DD gun
damage wise the heavy armor enemies in mob will result in hood being not able to clear 2 waves of them quick enough due to her barrage armor mod in 0 ammo, as 0 ammo is the major reason your fleet fails, especially when you had to drag a 0 ammo fleet to boss fight
but again, it's a goal issue, ch 9 don't have all those problems

Ayase: collect CL hit+1, 120 CL trp+1
Suzunami: 120 DD trp+1
