Depends. I like to just swap guns on BB fleets for most things because it's easier than adjusting plane timings. Most stuff isn't strong enough to have to minmax that hard.

I mean content in this game generally falls under three categories:

1. Pitifully ez and anything you use works as long as they're leveled.
2. Easy but you need to use right ammo type/comp
3. Bosses with limited times to kill that you need to build for.
   Of those three, only the last ever requires any thought, and most of those have a large enough margin for underperformance that you don't need to try all that hard.

Event stages, highest you can do.

Oil cap starts at w9 and D3 for the event, those are the best options, though d3 is likely too high level still for you atm.

The map has a maximum amount of oil it will use per fight, if your ships cost more oil than it, still only that cap limit is used.
