I've currently got over a hundred ships parked at 100/105/110/115 ready to eat chips, and many of them already have the XP to hit the next threshold and I'm maxed out on XP books so I could carry a number of ships to the next threshold that way, and I could limit break a bunch of ships at 120 to start working on 125ing them because I've got thousands of the arrays stored. So I could easily consume 100k chips in a few minutes (assuming I had the gold too), and I always get more XP than chips so the list is growing, so even if I could clear my immediate backlog I'd want a huge pile of extras.

You need to be at a blue port, and to use the repair option from within the port interface to clear the red wrench. The fleet deployment order also does it, but as others mentioned, it takes 24 hours to be free again.
