well if you look at it that way, amagi is not a big impact on main story or normal opsi contents. the biggest difference is probably the current meta nagato fight where she can give you consistent one-shot kill. iirc on paper her damage is about 5% more than a haku buffed by nano and amagi
as for future contents, we don't know but it's safe to build your anti heavy fleet around amagi

I think the reality is 15 has enough of a buffer that a few percent here and there don't especially especially if you just cover with an advantage somewhere else. You could say the particular discussion is shimanto gun + spearfish vs nepgun + wyvern
