if you just want to look at it from a future perspective I wouldn't call it bad because any fleet with 5 rainbows and best ship in the game is going to be decent but it's bad for 5 rainbow + 1 helena fleets. But it's simply not worth considering. These ships have no relationship with each other. Develop rainbows because rainbows are good. Something like you want a Kearsarge anti light fleet maybe requires some forethought . You need Kearsarge who needs EU tech buffed by Plymouth who needs Royal Tech with Yorkii who gives EU tech and so on.
