Fixed. Here's what happened:

There's an AA Damage Reduction modifier that gives 100% more eHP for every 150 AA. I had it in the denominator instead of in the numerator, and that made some of SD's calced situational eHPs to be like 2000 instead of Portland Level. After putting it back in the numerator, the issue is repaired.

What kinds of ships this issue affected: Ships with low AA were calculated as much tankier than they actually were. Ships with high AA were calculated as much squishier than they actually were.
