-At commander lvl.30 unlocks Research\Dockyard facility that has research ships, which Friedrich belongs to;
-To get her, you need to "build" her first in dockyard;
-To be able to "build" her, you need to have 630 fleet technology points;
-Fleet technology points are acquired for getting certain faction's ships and leveling\limit breaking them to max;
-Follow the guide to get the ships you need and level them enough to eventually get 630 points to unlock her research;
-After development unlocks itself, you need to finish her development phase by doing certain tasks;
-After completing all 8 tasks, you get yourself a shiny momma Friedrich
