you're confusing a bunch of stuff together. hard mode has 3* rewards. hard mode does not have clearing rewards. hard mode has a quirk where a cleared map only needs the boss to be killed. This makes it very very easy to 3* hard mode maps. You can choose to not use attempts to clear it and use retreat method to get 3* but you would potentially be making it a lot harder for yourself because you can't use the quirk.

This is the fleet setup I've used for all pre-ch9 farming and clearing all stages in C-map hard modes. It runs at 16 oil, clears without any issues. I do have my other fleet running as the cross-fleet support build with extras but it's not required. Other fleet kills the boss. This is mainly just to conserve oil for the event stages and be highly accessible to all players with no event or gear lab equipment. everything pictured is easily acquired through drops/gear boxes with the exception of 1 gold wheel which can be farmed from WA or gained via research.

Detection Level:
If the gauge hasn't been filled, your carriers gains "hidden buff", which is 10% flat AA resistance reduction to enemies (basically they deal more dmg) and they can't be chosen as a valid target (enemies BB won't attack your CV when hidden).
If the gauge has been filled, there will be an exclamation mark (!) displayed to the side of the gauge, and your carriers lose the "hidden buff". They will regain the buff when the gauge level falls below the red line.
The gauge will be slowly filled if spotted by the enemy (both planes and ships) if they crossed the detection line, when they are burning, and when launching an airstrike.
