You should continue using one fleet, but level up more than the 6 ships. So for example remove one or two level 100+ ships and rotate in Enterprise

You get fleet tech points by:

1. Collecting the ship (~20%)
2. Max Limit Breaking it (~45%)
3. Achieving level 120 (~35%)

-Higher rarity ships gives more fleet tech pts .
-Heavier ship hulls also gives more fleet tech pts: CV=BB>CA>CL>DD

Side notes:
-PR ships give more fleet tech pts than normal but follow the above formula with development 30 replacing MLB.
-META ships are considered a separate META faction. They give same bonuses as their non-META versions.
-Collab ships, Muse and little versions of ships e.g. Li'l Sandy, Clevelad and Lena etc do not give any fleet tech pts.
-Iron Blood faction ships receive double the normal tech points compared to other nations.

the tldr is, in event hard mode, and campaign chap 9 and above, the game caps your oil spending for mob and boss fleet to a certain amount (increases with map difficulty)

so there should be no need to run oil saving fleets

When she's on flag position, she's basically budget FdG, her main gimmick is 50% faster reload but -50% damage when off-flag, which isnt really a reccomended thing in campaign where Out of ammo adds another -50% damage which limits her use cases
