What is the difference between running a slow fleet (CBs) and fast fleet (DD / DDG)? When should I run a certain kind of fleet for frontline?

The maps where fleets are movable do, however. There is a threshold for fleet movement that the game uses that lets your fleet move 4 tiles instead of 3, and that is a function of fleet speed.
