I say that Napoli is tankiest CA/CB like a agir sidegrade with more defense less offense, nakhimov is often the best CV when paired with Soyuz, Bayard is a Harbin side grade with no smoke, daisen is a gold BB, and halford is a suboptimal triple BB buffer and useless in campaign
